Manufacturers, including importers, of certain industrial equipment and consumer products either must or may provide DOE with supplemental testing instructions in PDF format as part of their certification of compliance submission.  Please see the requirements found in Subpart B of 10 CFR Part 429 for the equipment- and product-specific requirements.

Specific rules for formatting the PDF file:

• The file may contain supplemental testing instructions for more than one basic model.  If so, please clearly indicate which basic model(s) to which each set of instructions relates.
• Keep the file as small as possible: no larger than 20 MB.

Before submitting supplemental testing instructions, the certifier or submitter must:

• Obtain a unique Manufacturer Code from CCMS Technical Support for each manufacturer/importer.  This code will be in the form of “DOExxxx” where “xxxx” is a four digit number.  Once DOE has created the code, it will be available online at the CCMS site.  Please see Manufacturer Codes for CCMS (below) for the listing of assigned codes.
• Use this unique code at the beginning (first seven characters) of each PDF file name that contains the supplemental testing instructions.  The remaining part of the file name may consist of any characters you want, but you must use a unique file name for each different file.  Submissions that do not conform to these requirements will not be considered valid submissions.

To submit your supplemental testing instructions, you must:

• In the appropriate column on the certification template, provide the complete name of the PDF file containing the supplemental testing instructions.
• Submit completed templates that contain your certification reports and PDF files that contain your supplemental testing instructions in separate tickets in CCMS. 
• Submit completed templates containing certification reports with a Correspondence Record Type of Compliance/Certification Report Submission.
• Submit PDF files containing the supplemental testing instructions with a Correspondence Record Type of Supplemental Testing Instructions.
• You may submit the completed template containing your certification reports and the PDF file containing supplemental testing instructions file at different times, but your submission is incomplete until you have submitted both.
